29 September 2026 17:38

On 29 September 2026, Ambassador of Ukraine to the Republic of Estonia Volodymyr Boiechko held a meeting with Minister of Infrastructure of the Republic of Estonia Kuldar Leis.

Volodymyr Boiechko informed the Estonian Minister about the consequences of the latest Russian attacks on Kyiv and other Ukrainian cities, including damage to civilian and critical infrastructure.

The parties discussed current issues of Ukrainian-Estonian cooperation in the transport and infrastructure sectors, including the possible transfer of broad-gauge locomotives to Ukraine, the development of transport links between Ukraine and the Baltic region, as well as preparations for the Ukraine Recovery Conference 2027 in Tallinn.

The Estonian side informed that it continues to seek funding for the transfer of broad-gauge locomotives to Ukraine and plans to raise the issue at the next meeting in Brussels with the participation of representatives of EU Member States. Possibilities for mobilising funding for this initiative have also been discussed with the World Bank and the Ukraine Transport Support Fund. Estonia has already identified locomotives that could potentially be transferred to Ukraine, subject to the availability of the necessary funding.

Particular attention was paid to the development of transport infrastructure and the prospects for using Rail Baltica to deepen Ukraine’s transport integration with the Baltic States and the European Union.

The meeting also addressed preparations for the Ukraine Recovery Conference 2027, which will take place in Tallinn on 28–29 January 2027. The Estonian side informed that, together with the relevant central executive authorities of Ukraine, it is working on the preparations for the conference and on mobilising appropriate financial commitments from its participants to support Ukraine’s recovery needs.

Volodymyr Boiechko thanked Estonia for its consistent support for Ukraine and its practical contribution to the recovery of Ukraine’s infrastructure.
