On 7 October 2026, Ambassador of Ukraine to Estonia Volodymyr Boiechko participated in the “Estonia and Ukraine: Building Together” event held in Tallinn, dedicated to strengthening Ukrainian-Estonian cooperation in the field of information technology.

During the event, it was announced that ELEKS, an international IT company founded in Ukraine, had acquired a controlling stake in the Estonian company ADM Interactive. The partnership opens up new opportunities for the joint development of digital solutions, particularly for the public sector, as well as for expansion into European and international markets.

In his remarks, Ambassador Volodymyr Boiechko emphasised that the partnership between ELEKS and ADM demonstrates how Ukrainian-Estonian cooperation is evolving from a model primarily focused on supporting Ukraine towards mutually beneficial partnerships, investments, and joint solutions.

The Ambassador highlighted Ukraine's strong technology sector, highly skilled professionals, and unique experience in maintaining and developing digital services under the conditions of Russia's full-scale war. At the same time, Estonia has extensive expertise in building a digital state, developing reliable public services, and implementing innovative solutions.

Ambassador Volodymyr Boiechko also underscored the potential of combining Ukraine's technological capabilities with Estonia's experience in digital transformation and European integration, particularly in the context of preparations for the Ukraine Recovery Conference (URC2027), which will take place in Tallinn on 28–29 January 2027.

The event was also attended by Estonia's Minister of Economy and Industry, Ms Liina Vahtras, representatives of ELEKS and ADM Interactive, government institutions, and business communities from both countries.
