On 3–4 June 2025, with the support of the Embassy of Ukraine in the Republic of Estonia and the Estonian Ministry of Climate, an official visit to Tallinn was conducted by a delegation from the Ministry for Communities, Territories and Infrastructure Development of Ukraine, the State Service of Maritime and River Transport, the Ukrainian Sea Ports Authority, the Shipping Register of Ukraine, and other relevant institutions.
The delegation was headed by Mr. Andrii Bratus, Deputy Minister for Communities, Territories and Infrastructure Development of Ukraine for Digital Development. The purpose of the visit was to familiarize with Estonia’s experience in the digital transformation of maritime infrastructure, fleet modernization, and to explore opportunities for expanding Ukrainian-Estonian cooperation in shipping, ship repair, port logistics, and maritime safety.
Over the course of two days, the delegation held productive meetings with the leadership of BLRT Grupp, Tallink, LTH-Baas, the Estonian Centre for International Development (EstDev), the Estonian Maritime Cluster, the State Fleet, the Estonian Transport Administration, as well as with Estonia’s Minister of Infrastructure, Mr. Kristjan Leis, and his Deputy for Water and Maritime Transport, Mr. Kaupo Läänerand.
The Estonian side reaffirmed its support for the recovery of Ukraine’s maritime sector, particularly in the areas of digitalization, cyber security, environmental standards enhancement, and human capital development. Participants exchanged experiences in the management of state fleets, implementation of digital registries, and the cluster-based development of the maritime industry.
A key outcome of the visit was the signing of a Memorandum of Understanding between the State Service of Maritime and River Transport of Ukraine and the Estonian Centre for International Development (EstDev), which lays the groundwork for enhanced cooperation in the restoration of maritime infrastructure, digital solutions for the sector, and the implementation of joint technical assistance projects.
During the visit, several preliminary agreements were reached, including:

the launch of a regular bilateral dialogue at the level of maritime administrations of both countries;

the development of a joint roadmap for the implementation of digital solutions in Ukrainian port infrastructure, drawing on Estonian expertise;

EstDev’s support for educational and training programs for Ukrainian maritime professionals;

exploration of opportunities for Estonian companies to participate in projects for the modernization of Ukrainian ship repair enterprises;
-
strengthening of cooperation between maritime clusters of Ukraine and Estonia.
