On March 13, 2025, in the city of Kärdla, with the support of the Embassy of Ukraine in the Republic of Estonia, a Protocol of Intent on cooperation was signed between the Chulakivka Military Administration of the Skadovsk District of the Kherson Region and Hiiu County.

This document marks an important step toward the official conclusion of a Partnership Agreement, which is set to be signed during the Third Annual International Summit of Cities and Regions. The Protocol confirms mutual interest in developing bilateral relations and a shared commitment to strengthening international cooperation.

The cooperation outlined in the Agreement will cover key areas such as local governance, regional development, economic collaboration, education, culture, and social protection.

On the Ukrainian side, the Protocol was signed by the Head of the Chulakivka Military Administration of the Skadovsk District of the Kherson Region, R. Rusal. On the Estonian side, the document was signed by the Governor of Hiiu County, H. Tasuja, and the Chairman of the Hiiumaa Municipal Council, A. Pielberg.

The ceremony was also attended by the First Secretary of the Embassy of Ukraine in the Republic of Estonia, M.V. Kuviklin, as well as representatives of local authorities and the public.

R. Rusal emphasized that "this step leads to an expansion of cooperation between our regions. We are confident that the future partnership will open new opportunities for the economic and social development of our communities."

Representatives of Hiiu County reaffirmed their readiness for cooperation and stressed the importance of supporting Ukraine in this challenging time.

The signing of the Agreement, which will take place during the Third Annual International Summit of Cities and Regions, will be the next crucial stage in the development of bilateral relations between Ukraine and Estonia.
