On 11 April, a one-day working visit of the Minister of Health of Ukraine, Mr. Viktor Liashko, to the Republic of Estonia took place with the support of the Embassy of Ukraine in Estonia.

During the visit, the Minister of Health of Ukraine, Viktor Liashko, met with the Minister of Social Affairs of the Republic of Estonia, Ms. Karmen Joller. The Ministers discussed ways to deepen bilateral cooperation in the field of healthcare and, in furtherance of the provisions of the Agreement on security cooperation and long-term support between Ukraine and Estonia, signed on 27 June 2024, signed a Technical Agreement between the Ministry of Health of Ukraine and the Ministry of Social Affairs of the Republic of Estonia.

The objectives of the Technical Agreement are to strengthen cooperation in the protection of life and human health, to promote the improvement of public health and well-being, as well as to address challenges and mitigate the negative consequences in the healthcare sector caused by the armed aggression of the Russian Federation against Ukraine.

As part of the visit, the Minister also met with members of the Management Board of the Estonian Health Insurance Fund, and visited the Laagri Family Doctors Centre as well as the Tallinn Ambulance. During the visit to the Estonian Health Insurance Fund, Viktor Liashko met with members of the Fund’s Management Board — Pill Banhard and Karl-Hendrik Peterson. The discussion focused on the potential introduction of a health insurance fund model in Ukraine, based on Estonia’s successful experience.

H.E. Mr. Maksym Kononenko, Ambassador of Ukraine to the Republic of Estonia, also participated in the negotiations with the Estonian side.

The visit marked an important step towards developing a sustainable partnership between Ukraine and Estonia in the field of healthcare and promoting the exchange of experience to enhance the efficiency of national healthcare systems.
