On 8 September 2025, Ambassador of Ukraine to Estonia Volodymyr Boiechko inaugurated the training program “Together for Effective Apartment-Building Management in Ukraine (TEAM 2025)”, implemented with the support of the Estonian Centre for International Development (ESTDEV) and carried out by the Estonian Union of Housing Cooperatives (EKYL) in partnership with the organization Housing Ukraine. The aim of the program is to strengthen the management of apartment buildings in Ukraine and to accelerate the introduction of energy-efficient solutions.
In his address, Volodymyr Boiechko drew attention to the destruction and casualties caused by the most recent large-scale Russian attack across Ukraine, including, for the first time since the start of the full-scale war, a strike on the building of the Government of Ukraine in Kyiv.
In this context, the Ambassador emphasized that the reconstruction and modernization of the housing stock is a matter of community resilience and human security.
He thanked the Estonian partners for their consistent support of Ukraine, underlining that the TEAM 2025 initiative creates a common platform where “proven practice is transformed into law, and law – into safer homes and cities.”
Volodymyr Boiechko also highlighted that Estonia’s experience in aligning its legislation on housing management and energy efficiency with EU norms and standards is of particular value for Ukraine’s reforms.
Special gratitude was expressed for Estonia’s contribution to the reconstruction of the Zhytomyr region.
Background: The study visit is taking place from 8–12 September 2025 and includes meetings at the Ministry of Justice and the Ministry of Economic Affairs and Communications of Estonia, the Estonian Consumer Protection and Technical Regulatory Authority, visits to Tallinn University of Technology (TalTech), the Estonian Business and Innovation Agency (EIS/KredEx), a field trip to the city of Rakvere, and a presentation at the e-Estonia Showroom. The program also foresees site visits to renovated apartment buildings and a concluding roundtable discussion.
The Ukrainian delegation includes energy efficiency specialists, representatives of central executive authorities, experts in housing legislation, as well as private sector representatives from the housing management and development sphere.
