On 8 July 2026, Ambassador of Ukraine to the Republic of Estonia Volodymyr Boiechko held a meeting with a Ukrainian delegation visiting Estonia as part of the study visit “e-Estonia and Local Self-Government” from 5 to 11 July 2026.
The delegation included representatives of local self-government bodies and territorial hromadas from various regions of Ukraine, including heads of digital transformation, information technology and information security departments, deputy mayors and deputy heads of village councils, heads of administrative service centres, as well as “digital leaders of hromadas.” The participants represented Rivne, Luhansk, Mykolaiv, Kyiv, Zakarpattia, Ternopil, Ivano-Frankivsk, Kirovohrad and Poltava regions, including hromadas directly affected by Russian aggression. The Ministry of Digital Transformation of Ukraine was represented by Kateryna Shuvarska, Head of Regional Digitalisation. The visit was organised as part of the German Agency for International Cooperation (GIZ) project “E-Governance for Accountability and Participation.”
The main purpose of the visit was to exchange experience in the field of digitalisation, in particular regarding the implementation of e-governance and digital public services at the local self-government level. During the week, the Ukrainian delegation became acquainted with the activities of key institutions of Estonia’s digital ecosystem, including the Association of Estonian Cities and Municipalities, the Ministry of Justice and Digital Affairs, the e-Estonia Briefing Centre, the Land and Spatial Development Board, AS Levira, and also visited a number of digitally advanced Estonian municipalities — Viimsi, Jõelähtme, Lääne-Harju and Saaremaa.
During the meeting at the Embassy, the parties discussed opportunities to apply Estonia’s digital transformation experience to Ukraine’s needs, primarily in the context of post-war recovery and enhancing the efficiency of hromadas. Volodymyr Boiechko emphasised the importance of further deepening Ukrainian-Estonian cooperation in the field of digitalisation and developing horizontal partnerships between Ukrainian and Estonian hromadas.
The Ambassador expressed gratitude to the Estonian side for organising the study visit and for its consistent support for Ukraine. Special thanks were extended to Mr Tiit Matsulevitš, Ambassador of Estonia to Ukraine from 1996 to 1999, who was responsible for the Estonian part of the programme.
