On January 9, 2026, Ambassador of Ukraine to the Republic of Estonia Volodymyr Boiechko held a meeting with the Director General of the Department of Sanctions and Strategic Export Control of the Ministry of Foreign Affairs of Estonia Kadri Elias-Hindoalla.
Volodymyr Boiechko briefed on the consequences of today's Russian massive attack on Ukraine, civilian casualties, and the use of the "Oreshnik" medium-range ballistic missile in Lviv Oblast. It was emphasized that the use of such weapons near the EU and NATO border is a test for the transatlantic community and therefore there must be an effective response to such terrorist actions by the Kremlin.
In this context, the Ambassador emphasized the importance of strengthening sanctions pressure on the aggressor state. Volodymyr Boiechko thanked Estonia for its consistent and principled position on this issue and ensuring proper implementation of restrictive measures.
The parties discussed further steps to expand the sanctions regime, counter sanctions circumvention, and strengthen strategic export control.
Particular attention was paid to the activities of Russia's "shadow fleet" and related security risks. The Ukrainian side noted the expediency of systematic inspection of vessels and strengthening of restrictive measures against individuals and entities that ensure the functioning of such transportation.
During the meeting, the parties exchanged views on cooperation within the framework of the Nordic-Baltic Eight, which Estonia chairs in 2026, particularly through holding meetings at the level of heads of sanctions departments of the foreign ministries of Ukraine and NB8 countries.
