Ukraine at the Forefront of Digital Transformation

On November 19–20, 2024, the Tallinn Digital Summit brought together leading global experts, thought leaders, and government officials to discuss the future of digital technologies. One of the key events was the participation of Valeria Ionan, Ukraine's Deputy Minister of Digital Transformation for European Integration, who spoke on prominent discussion panels. The Ukrainian Ambassador to Estonia, Maksym Kononenko, and other Embassy representatives also attended, actively supporting the Ukrainian delegation.

On November 19, Valeria Ionan participated in the panel discussion "Global Leadership Fireside Chat: The Estonia-Ukraine Dimension" alongside Estonia’s Minister of Justice and Digital Affairs Liisa-Ly Pakosta and Advisor to Ukraine's Deputy Prime Minister - Minister of Digital Transformation of Ukraine, Lukas Ilves. The discussion emphasized the successful digital cooperation between Ukraine and Estonia, which has laid the foundation for creating secure and innovative digital ecosystems.

On November 20, Valeria Ionan spoke on the panel "Focus Ukraine: The Reality and Practice in Innovating Public-Private Partnerships in War", sharing Ukraine's experience in implementing innovative public-private partnerships during wartime. Her presentation highlighted how Ukraine is fostering digital technology development despite the challenges, demonstrating their global applicability. Other participants included leading experts such as Nina Levchuk, Co-Founder of Impact Force, and Tanel Sepp, Estonia’s Ambassador-at-Large.

In her address, Valeria Ionan emphasized:

"Ukraine demonstrates that even under the most challenging conditions, innovative solutions can be developed. Our country has become not only a defender of its sovereignty but also a testing ground for digital technologies that have the potential to change the world."

    Kristen Michal, Prime Minister of Estonia, who delivered a welcome address emphasizing the importance of international cooperation in digital technologies.

    Harry Coker, White House Director of Cybersecurity, who shared the U.S. vision for global cybersecurity.

    Anita Anand, Canada’s President of the Treasury Board and Minister of Transport, who discussed Canada’s experience in digital innovation.

    Tomas Lamanauskas, Deputy Secretary-General of the International Telecommunication Union (ITU), who stressed the importance of universal digital accessibility.

    Ulrik Vestergaard Knudsen, OECD Deputy Secretary-General, who presented the new report "Digital Economy Outlook Volume 2."

    Dr. Margaret Nyambura Ndung’u, Kenya’s Minister of ICT and Digital Economy, who shared her country’s digital transformation journey.

    Liisa-Ly Pakosta, Estonia’s Minister of Justice and Digital Affairs, who explored the role of digital technologies in modern governance.

    Riina Sikkut, Estonia’s Minister of Health, who discussed the implementation of digital solutions in healthcare.

    Erkki Keldo, Estonia’s Minister of Economic Affairs and Industry, who highlighted the importance of digitalization for economic development.

    Nicola Villa, Executive Vice President for Public Sector at Mastercard, who examined the role of artificial intelligence in global innovation.

    Juhan Lepassaar, Executive Director of the European Union Agency for Cybersecurity (ENISA), who shared strategies for enhancing cybersecurity in Europe.

    Eileen Donahoe, U.S. State Department Coordinator for Digital Freedom, who emphasized the importance of internet freedom.

    Dejan Ristić, Serbia’s Minister of Information and Telecommunications, who discussed digital initiatives in the Western Balkans.

    Erika Kuročkyna, Lithuania’s Deputy Minister of Economy and Innovation, who shared insights on building an innovative ecosystem in her country.

    Miguel López-Valverde Argüeso, Madrid’s Regional Minister for Digitalization, who presented regional digital development strategies.

Ukraine’s participation in the Tallinn Digital Summit underscores its determination to integrate innovation into governance, the economy, and society while sharing its experiences with international partners. Ukraine continues to solidify its status as a global leader in digital transformation, showcasing how technology can drive resilience, development, and international collaboration, even under the most challenging circumstances. The 2024 Tallinn Digital Summit provided yet another platform to highlight Ukraine’s role as an innovative leader reshaping the global digital ecosystem.
